Introduction

Public partnerships are the partnership between the two different government bodies or the public authorities or any non profit organization which provides the services or facilities aiming to develop technical skills to provide improvement in the different international or domestic projects.This unit 4 Research project data collection assignment is basically based upon the ways to make the public partnerships more transparent and efficient. The public partnerships include the partnership of the different government organizations and the non profit organizations or any public authority with the motive to improve the technical skills and the development of the international projects. These public partnerships are the public ownership partnership organization has the public and the government control.The public partnerships are those on which the whole control is of the public and the government authorities whose whole operations should be transparent and efficient in a manner to provide the correct statements and the true information (Boag & McDonald, 2010).

Aims and objectives

The aim of conducting this research project is:

1. To understand the public partnerships.
2. To study the public partnerships and importance of efficiency and transparency.
3. To identify the various ways or methods of developing efficiency and transparency in public partnerships.
4. To provide with the benefits of transparent and efficient public partnership organization.

Literature review

According to Gemma Boag and David A. McDonald, “Partnerships between more than two authorities and of the same country are common. The different public authorities but having the same type and the different municipalities are the ones who can make the big decisions and carry out the larger projects and the operations or the functions of that project at a larger and bigger scale”.  They further assisted that the Europe is the country where such type of formations can be seen. Public partnerships in a water supply services has also increased and the number of NGO’s, unions are also growing. They mention that the partnership in the organization can be divided into 3 categories between public authorities and non state entities. The common partnership in this sector are inter municipal partnerships which means those occurs between two different municipal partners may be at domestic level or the international level.The within state partnerships or the intra state partnerships include with the motive of improving the water supply services in the community (Boag & McDonald, 2010).

Resource implications

The resources needed in conducting the research are the human resources and the financial resources. The human resource is the people who conduct the research and collect the required data for the research and by analysing the research data they prepare the research project on the particular issue. Financial resources are the money required to meet the cost of the research project. The research project is the costly activity which increases the expenses of the researcher due to various methodologies needed to conduct the research.  The resources are needed by the researcher to conduct the research effectively.

The factors which influence or contribute to the research project selection are:

• Human resource: The research has been conducted on the very important topic public partnerships should have transparency and efficiency and the ways in which the transparency and the efficiency could be achieved in the public partnerships.
• Cost: Cost is another factor which influence in the research as it is to be conducted by the different sources it needs the financial resources.
• Time: The research is influenced by the time as it is time consuming and takes time in collecting information through questionnaire and other sources. Time is the factor which is much consumed in conducting any research. To analyse any situation and examine the topic related the time is needed and to use such research done the most of the time is utilized (Dill, 2010).

1.3 Provide an initial review of the literature on your topic.

Partnerships between two or more firms or the organization include the understanding of the organizations and the methods and the ways to improve efficiency and the transparency in the organizations also includes the understanding of the two different firms. If we take the review of the public partnerships and the ways to improve the transparency and the efficiency system in an organization are important to manage the functions and the operations of the company or the organization.

This topic also covers the importance of transparent and efficient operations in the public companies or the public partnership organizations to provide the clear information of the company details and not hiding the process of the operation which is the factor of increasing and spreading the information to the public (Cohen, 2013). The various ways and the methods are discussed in this report to make the operations and the activities of the public partnerships transparent as well as efficient for the betterment and the benefit of public.

• Project title- The topic on which the research will be conducted and the project will be prepared is the importance of the public partnerships transparency and the efficiency and the ways to make them transparent as well as efficient.
• Summary- The project will be based on the effectiveness of the public partnerships and their operations to be transparent and efficient and the possible ways in which the public partnerships can be made transparent and efficient.
• Introduction:The public partnerships are the organizations which have the partnership relationship between the government and the public authorities and they have the whole control on the organization.
• Research objectives- The purpose of conducting the research is to create the understanding of the efficient and the transparent public partnerships and the possible methods of creating and developing that in public partnerships (Elina Herrala & Jouni Olavi Haapasalo, 2012).
• Methodology: The methodology which will be used in conducting this research is primary and secondary techniques of collecting data.
• Project plan- The project plan will include the Gantt chart and questionnaire. This will cover the time of 12 days approximately.
• Conclusions and recommendations- Under the conclusions and the recommendations heading the findings and the facts identified in conducting the research will be included.

The research question of this research project is that how the transparency and the efficiency can be provided to the public partnerships organization.

The hypothesis for the research project is below:

1. What are the ways to increase the transparency and the efficiency in the public partnership organizations?
2. How the public can be satisfied with the different programs of the public partnership firms and the government?
3. What is the importance of achieving the transparent and efficient operations of the public authorities or the partnerships?

The resource which will be used in the research project are discussed above in the project they are the human resource that are employees and the workers, the money or the financial resources and the physical resources or the technological resources such as computers, internet and others.

These resources match efficiently and effectively in conducting the research and making it successful. The research project includes the human resource as they are needed to conduct the research of the people on the public partnerships and the need of transparent and the efficient working of these partnership firms. The human resource is needed to provide the public a simple understanding of the topic and ask them the different questions through the questionnaire and providing them the detailed description of the questionnaire ids based on. The questionnaire conducts the different questions regarding the opinion of the public on the need of the transparent and the efficient operations of the public partnerships (NOLTE & BOENIGK, 2011). The human resource also needed to analyse such report and the examine the questionnaire and find out the maximum public opinion on what the public think of the transparency and the efficiency working of the public partnerships. The cost or the money is the financial resources of the company which are needed in conducting the research. Introduction

The public partnerships include the partnership of the different government organizations and the non profit organizations or any public authority with the motive to improve the technical skills and the development of the international projects. The research conducted is basically based upon the ways to make the public partnerships more transparent and efficient. To increase the efficiency and transparency of the public partnerships there are some methods which are researched and explained in this research report. The purpose of the research is to identify the problems and methods to provide transparency and efficiency in the public partnerships.

3.1 A description of methods you will use to analyse the data collected.

The different methods to analyse the data collected are discussed below:

• Qualitative method- The qualitative method of analysing the data is the scientific approach or the method to analyse the data. By this we can observe the data but cannot measure it. The qualitative method of analysis is the qualitative aspects of the data and which cannot be measured in terms of numbers.
• Quantitative methods- The quantitative method of analysing the data are those which can be calculated or measured in quantities. By this we can measure and calculate the information received in a manner to analyse the data collected. The qualitative aspect of the collected information is analysed in this method.
• Description- In the above action plan at first we have selected the title from the different titles which is the most suitable. The title contains the Public Partnership and the ways of making the work transparent and the efficient. This title is selected because of the different problems of the public partnerships. Then the information collected by the ways of different sources. Then the preparation of documentation is done. The questionnaire is prepared. The collection of data is done after that by the primary methods and questionnaire. Then the data has been evaluated by the two methods namely qualitative and quantitative. At last the conclusion is drawn from the above research project.

The analysis and interpretation done on the basis of the research conducted, the following results are shown in the tabular form:

Analysis- This data results show that the public believes or the public has the opinion that the public partnerships do not use the different ways to make the work transparent and efficient.

2. Public partnerships are the major causes of development in the country?

Analysis- According to the data public or the maximum people believes that the public partnerships are the major cause of the development of the country as they provides the development of the country with the public money.

3. Do the public partnerships are following the different ways of improving the transparency and the efficiency?

Analysis- the data depicts that the public partnerships uses the different ways of improving transparency and the efficiency.

4. Are the public partnerships are transparent in their working?

Analysis- the data recorded shows that the public partnerships are transparent and efficient in their working.

5. Do you think the public partnerships are efficient in their work?

Analysis- the data means that the public partnerships are efficient in their working and also transparent in their working.

3.3 Recommendations and justifications of areas for further consideration.

The recommendations for the above report are that the public partnerships should use the different methods and the ways to make the working of the public partnerships very transparent and efficient. The efficient and the transparent way of working of the public partnerships are very important as the public wants to invest their money in such projects which are known to tem and transparent in the working. The public should know the different public partnership agreements and the operations. The various methods or the ways should be used to improve the transparency and the efficiency of the working.

Conclusion

The conclusion of this research project is that the partnerships of the public owned organizations or the non profit organization should conduct the idea of making the transparent and efficient work in the organizations. The research conducted was based on the public partnerships and the efficiency and the transparency of the working planning and operations of the public partnerships.This report brings us to the conclusion that the public of the country or the people think that the public partnership should use the new and innovative methods of the efficiency and the transparency of their working.
